What is Brown Tides ? Why it is harmful to us ?

In 1985 harmful algal blooms appeared in inland water of Long Island.  The organism was exceptionally small for an alga (~2-3 µm; almost as small as a bacterium), and thus much smaller than the size of particles that can be easily captured as food by many marine species.
 
 

Brown tide blooms (BTB) caused by very small golden brown algae. These seem to be a recent occurrence in relatively enclosed waters of Long Island (New York) and Texas.

 
Before we jump to any conclusion we must try to understand why here
(LI) ? Why after 10 years? How ?...

Is this some kind of experiment done by Pentagon? or Is it byproduct of some chemical reaction ?
